Docker image that provides Bitnami PostgreSQL 11 with a ready to work PostGIS

PostGIS version can be defined using the env POSTGIS_VERSION, by default 2.5.3.

PostgreSQL version has been hardcoded to 11, but can be easily changed (see Dockerfile)
