  1. templates: Move to 'usercf' instead of 'userpf' 

    Local (per-user) add-ons to software should reside in "C:\Users\Username\AppData\Local\Programs\Common\", similar to System (all-users) add-ons which reside in "C:\Program Files\Common Files\".
