Herald Rewrite

Significant changes to how the Herald plugin works in this update, with some requested features and other bugfixes along for the ride.
Please let me know if there are any issues with the new Herald voice plugin, as this will be the first time the API it's using will be live to general users.

• Herald now uses an intermediary webservice serving a shared cache of Azure responses between users, this should reduce the usage of my Azure services account, plus opens the door for more functional improvements later
• Added speech rate option to Herald
• Added volume option to Herald
• Improved Herald's cache management and added an option to limit local cache size (default 100MB)
• Improve error handling in native voice notifications (#73)
• Add missing e-breech use crime type (#50)
• Internal change to how monitoring state is communicated to plugins
• Distinguish between belts and rings in close proximity checks (#70) (@fredjk-gh)
• Add colony distance to Botanist information provided (#69) (@fredjk-gh)
• Fix intermittant invalid thread exception on grid updates (#72) (@fredjk-gh)
• New version number format because I realised the old one didn't properly sort across different years
