If Dash Playback is disabled while using the HTML5 player, the video does not continue to buffer while paused and the progress bar will stay as it was by default, about 30 seconds ahead of the current time without continuing to download.
Setting the player to Flash with Dash Playback disabled will allow the entire video to download while paused.

I know about this, and technical it's disabled. But due to a bug (not sure if it's a bug or not) the HTML5 player pauses the buffering every time you pause the video.
