Add HTML ID to How-To Steps #11799

To be able to link to a How-To directly is a relevant use-case.
This will be possible when the steps have HTML IDs.

The ID should be extracted from the content of the step-header.

Closing in favor of #11317 . When it gets picked up, separate issues can be created for the development of the different blocks.
