[Feature Request] Launch a Mini Player when scrolling down to read comments

Youtube doesn't have a feature to have the video scroll with you when you go read the comments.

Describe the solution you'd like
It would be great to have Youtube Enhancer to launch a Mini Player when you scroll down to read the comments similar to how Enhancer For Youtube did it.

When I finish work on the button placement feature for #247 I will continue working on the mini player feature. I am adding a setting to add a button to open the mini player manually and also the setting to open it when scrolling down to the comments. Since I'm adding a button the code needs to have the updated code for the button placement feature.

I'm currently working on some issues that need to be fixed before releasing the code for #486
