Doc: Use debug_file with sshd and SELinux #196

Close #195.

- Renamed the title to remove Fedora as this applies to Enterprise Linux too.
- Added a new section on debugging with sshd.
Added instructions on how to re-enable SELinux

As you can see this failed to build since the name of the document needs to be correct in Makefile.am can you fix that?
