Create file format convertor utility

We don't follow the Google PlanetWars AI Challenge spec, and it's communication format does not seem to be 'better' or more 'developer-friendly' (although it certainly would be faster). But we could easily write a utility that converts between the two.

This allows existing bots to also play on our version.

This could be written into the client, allowing the developer to pick his preferred protocol from a dropdown. One could also switch between the 'total' and 'incremental' format we discussed before in this fashion.
