The logic in RBH checks the "copied to ramdisk" flag to determine what path to search.

However, Desktop.System sets the flag (to $C0 then $80) even if the "Copy to RamCard" steps are skipped c/o holding down the apple keys, so the wrong flag ends up being used.

(This probably affects the Control Panel DA as well.)

The result is a hang.
