SCP1 Business configuration set

Rather than supporting complete customizing transport request serializing it might be easier to support business configuration sets (object type SCP1). Seems to be bundled customizing content in a workbench object type.

Transaction SCPR3. In SAP (partner) addon development there is a similar issue of not being able to deliver customizing tasks, so the recommended approach there is to use these.

Haven't checked if this object type is in abapGit-plugins but it's not mentioned at all in this list.
