Fix Windows tests and update dependencies

Description

• Updated svgelements to 1.8.4, which fixes Update to svgelements 1.8.0 #537
• Updated other deps
• Fixed windows test workflow by pinning snok/install-poetry to 1.3.1 (see Windows Latest on Python 3.8 Constantly Fails snok/install-poetry#94)
