tweak(builtin): let straight decide where to get builtin packages

When using an Emacs release (not built from master), you risk of being too far
behind some of the important packages that are also available via Elpa (eglot,
flymake, xref, org, ...). So, lets not force straight to consider them as
built-in. And let it decide where to get them.
