Template Studio doesnmt like the template when its uploaded(after download)

I downloaded the supplyagreement V 0.12.1, then immediately uploaded it back up into a new project (newsupplyagreement)
to change it. It tells me :

"[Change Model] Namespace is not defined for type org.accordproject.usa.state.* File 'model/model.cto': "

Its like it cant see the Namespace model, past6ing the URL into the web browser downloads the cto file. for usa.state

I also found that most model imports do not work properly. I needed to copy the contents of the URL into the model.
