At the time of writing this, Odoo 15's setup.py still mentions python>=3.6.
There is however evidence that Odoo's runbot and odoo.sh uses python 3.8. Consequently OCA is testing v15 branches on python 3.8 too.
Therefore, we update the default in setuptools-odoo to require python >= 3.8.
