I’m deferring this to v0.26.0 as I think we’d better upgrade controller-runtime first in v0.25.0, which is tested only against go 1.17

To start using Go's fuzzing support as a part of #1298, I'd like to upgrade Go to 1.18 in 0.24.0, earlier than the originally planned 0.26.0.
