Command "Open server.xml" shows in TomcatServerTree view when there is non server #37

Repro Steps:

clean all tomcat servers in the tomcat server tree view
right-click the empty area

Expected: No commands

Actual: "Open server.xml" command shows up and error poped up when user clicks it.
