When using tapable@2 as a normal dependency, the types that come with it conflict with those for any webpack version < 5. Moving them to devDependencies so they don't bundle in and force funky type checking.
Also fixes any
package-lock.json.resolvedfields that aren't pointing to the global NPM registry.
