Custom Vocabularies from External Thesauri

Allow users to access API's for external vocabularies through a user configuration stored in the settings.

• Access to ScienceBase vocabulary API (https://www.sciencebase.gov/about/content/sciencebase-vocabulary-user-help)
• Allow access to vocabularies formatted as CSV, JSON, YAML
  • Online or via import
  • Specify a required format?
    • Use ScienceBase format as default?
  • Use of configuration file that defines import format?
• Allow profile/settings to specify vocabulary to be added to "Pick a thesaurus" list
• Allow profile/settings to specify default vocabulary to be added to new records
• Support hierarchical vocabularies as collapsible list (e.g. GCMD)

If vocabularies are specified in profiles, how do we deal with a user switching profiles? How do we deal with potentially having multiple vocabularies added to a single record. Perhaps:

• Add as a feature of new record templates (prerequisite Support component templates #361)
• Strip out vocabularies from which terms have not been assigned
• others?
