Set up GH action for E2E testing

Task description

Include params:

• optional unique identifier for the run
• required Edge environment (prod, pre-prod, int), default empty string (prod)
• optional location hint

Update the makefile and internal test framework code to read these values. These values should be passed in as test run params, without file modifications.
