Switching Languages in Brackets will not switch native menus

Steps to reproduce:
1.) Debug > Switch Language
2.) Select a different language and click Reload Brackets button (i.e. German)

Result:
Editor menue is changing but Native Menus are not.

Expected:
Both are changing to the selected language

Note: This is a Move To Backlog since it will be adressed by the Native Menu story. Marking it low priority as we don't have many Native Menu's right now.
