Although the documentation is dated, the steps still apply for setting Brackets up for development. Once you have the setup the brackets and brackets-shell you should be able to build the shell. At least you need a c++ compiler. The shell binary will be build locally in the brackets-shell. If you want it to install in /opt/brackets there is no automated way of doing it.
