When opening Switch Language dialog, nothing has input focus. the language drop-down list looks like disabled until you click on it. And also Tab key is not working until you click on the language drop-down list.

Related to #4589. So set it to medium priority for sprint 29 and assign it to myself.

@RaymondLim Also wondering about priority on this one... it's an unofficial/dev feature that's infrequently used, and this bug has existed for its entire lifespan.

@RaymondLim This doesn't seem to be the primary way to do it. Made it a low priority.
