Incompatibility with rules_docker >= v0.22.0

Description of the problem / feature request:

Breaking change in rules_doker #1878.
Base stamping on --stamp flag and not attributes

Bugs: what's the simplest, easiest way to reproduce this bug? Please provide a minimal example if possible.

Update rules_doker to v0.22.0 or greater
