windowsPb: Skip NSClient install on arm64

Theres no client for arm64 windows. The role should be skipped until we find a suitable client

There isnt a client for arm64, so we wont be able to monitor windows / arm64 machines via this method... there is a x86 32bit version of NSClient, but given the move away from 32 bit windows, I don't see fixing that as a priority :)
