Since SIPA is still changing rapidly and there is no fixed release cycle, it would be much easier for debugging etc. if SIPA displayed some kind of version, e.g. the hash of the latest commit it's based on.

Maybe it could even link to that commit on Github.

Improve information given in version

- Remove unnecessary conversion to `list` (`commits` is only used once
  in a list comprehension afterwards)

- Automatically localize the date using
  `flask.ext.babel.format_datetime`

- Remove unnecessary conversion to `int` of the commit date

- Pass the summary instead of the whole commit message

- Define exception classes to catch
