ci(gha): move to github actions

it's gonna fail the action for sure, but the idea is the following:

• move the build pipeline to github actions
• start enforcing semantic-commit-message convention
• automatically release to nuget using semantic versioning (or we can opt in for github's package as well, obviously only new feature or bug fix will be published)
• get rid of humans while releasing

discussion:

• need to add some secrets, do we have an agoda-bot account, this will be used to make releases?
• need to get nuget token from this same bot account if possible
