Deploy aiverify to kubernetes

Description

1. Provide the manifests to deploy aiverify to Kubernetes.
2. Split the aiverify image into aiverify-portal and aiverify-test-engine
3. README on how to deploy aiverify to Kubernetes.

Motivation and Context

Provide additional deployment option to the current docker-compose option.
