Here's how Sketch handles rotation of multiple selected objects that are not grouped.

Two main things are happening here:

Objects rotate based on a common pivot point which it can be moved
Once rotate in a group, the hover and selected effect don't follow the shape anymore like it happens for a shape rotate independently.
