Docs: old links to API Change documentation don't forward to the correct place #7025

In some of our comments PRs / literature we used to have a link to http://getakka.net/community/public-api-changes.html for discussing how to integrate public API changes. That redirect goes to https://getakka.net/contributing/api-changes-compatibility.html which doesn't actually exist. The correct URL is https://getakka.net/community/contributing/api-changes-compatibility.html.

Just need to update the existing redirect that we have to fix this.
