Rectify LSR type code for Marine

The NWS recently eliminated MARINE TSTM WIND and MARINE HAIL types, but these are useful for downstream apps like IEM Cow. So we should map TSTM WND GST for Marine zones back to code M and similarly create a code for MARINE HAIL as it appears it was always going to H.
