I've run into this as well. I tried changing the position with various values of NbGlobalPhysicalPosition/NbGlobalLogicalPosition but it didn't seem to matter.

It should be easy to reproduce by opening a long duration toast notification, then opening a dialog which takes up enough of the screen to be on top of the toast.
