Feature/24 fix invalid deps

While working on bulk uploads from Akvo Flow, I came across the following issues :

• Invalid dependencies in Wash in school questionnaires, eg: Number latrine for boys/girls should depends on separate toilets questions.
• Invalid options in Health facilities, eg: Own in Hygiene around the water point (observation) question.
• Invalid required questions in CLTS

I've confirmed with @joycarpediem we can merge this PR because it's just fixing the missing part when we tried to digitalize the questionnaires.
