Update Bicep grammar with recent additions

• Support recursion in interpolation
• Support verbatim (multiline) strings
• Correct minor inaccuracies
• Replace well-known functions & namespaces with regex
• Copy across some existing highlighting baselines from https://github.com/Azure/bicep/tree/main/src/highlightjs/test/baselines

Changes were made loosely by going over our textmate grammar

BTW, you might be interested in how we generate our highlighting baselines - for example: basic.html which can be previewed by opening the file in a browser, or online here. It's often helpful to be able to visually review the impact of a change (this is an example of something hard to validate with a list of tokens)

Yep, definitely useful. Chroma has chromad for this purpose, which is also hosted at the playground.
