Reset merit score when compliance index improves #101

If user is banned due to negative merit score and their compliance score keeps improving, at some point we need to reset the merit score to 0. The "point" should be defined in the following way:

the user has negative merit score
AND
their compliance index reached +3

THEN

we erase the compliance score
AND
set the merit score to 0

There is no reason to do this. The penalty is (currently) set to 10 merits, which is not something an user can't earn if they want to.
