Issue: Presence of touchscreen disables internal trackpad when option to do so is enabled.

Replication: On a PC with a touchscreen, go to Sys Pref > Accessibility > Mouse & Trackpad and enable Ignore builtin trackpad. The trackpad then stops functioning as is intended.

Desired outcome: The trackpad only stops working when an external mouse is present.
