Add observed holiday rules for Australia

Thanks! Re: observed holidays, it seemed important to be able to clarify which days were official vs. which were work-related. Taking the official days as the default seemed to make the most sense, IIRC. |

Also fixed a bug in the readme.
Out of curiosity is there any reason that it's not the default to have weekend holidays be "observed" on Monday? Or is it just an Australian thing?
