The check for sending the ticket-has-changed-owner is not strict enough.

In some case(s) - that we need to find exactly - the email is sent even though it's a first acquisition.

possible culprits that leave the tickets with the fullname/email field filled:

  • waitin queue nope
  • when re entering the ticket in the pool, the data is not erased (?)
  • ??
