是否应该提供外部plugin，来report_task_error？ #419

现在jstorm report task error都是往zk上写。
比方说我提交了一个有5000+个task的job，但比方说job本身存在bug，导致task和worker不断地重启，每个task都会往zk上面不断地去写error，可能在短时间造成zk的压力非常大。
希望能够像MetricUpload那样，用户实现一个接口类，用用户自定义的error_report函数来report_error?

#444 .帮忙看下这个pr，默认的实现都是从之前的抄过来的。
