可以强制在服务端下线一个region，然后就会报NotServingRegionException

目前 hbase client主动clean cache regions有2种：
1.某个region报NotServingRegionException，就会把这个region的cache清除掉
2.某台regionserver无法连接(如 socket hang up，close等)，那么就会认为该regionserver挂了，
把所有与这个regionserver相关的cache都清理掉
