[FEATURE] Add ability to exclude entire modules from being used

Description

Add in the ability to exclude/disable entire modules from being used, as an extension to options like --skip-domain. In light of the implementation of fallback downloaders, there should be a way to disable their use as there is no feasible way to exclude the use of that module explicitly due to the enormous range of possible domains.
