PWGGA/PHOSTasks: added new task for neutral meson and photon analyses

This task largely based on AliAnalysisTaskPHOSPi0EtaToGammaGamma and contains:

• histograms for pi0, eta, photons analyses in Run 2;
• QA histograms for PID study, TOF cut study, trigger performance study;
• a major change compared to AliAnalysisTaskPHOSPi0EtaToGammaGamma: weighs (TOF/trigger) are applied to MC and not to data
