cms:link...</cms:link> adds vfs prefix to excluded links as well, causing a dead link.
Looks like CmsAdvancedLinkSubstitutionHandler needs to overwrite method getLink() and do a check against linkexcludes configuration.

Fixed in branch_9_5_x will be released in version 9.5.3.
