  1. Add Fastly Configure script and dependencies 

    Adds:
- deploy_vcl
- Gemfile(.lock)
- README
- fastly.yaml
- vcl_templates/ directory

vcl_templates/ directory is kept because this is where deploy_vcl expects
your VCL to live.
