Improve the accessibility and usability of conditional reveals

What

Improve the accessibility and usability of the 'conditional reveal' functionality of radios and checkboxes.

There are a number of known issues (or potential issues) which we're looking to address:

• Checkboxes and radios that conditionally reveal content use aria-expanded, which is not a valid aria-attribute for those roles
• The expanded/collapsed state of conditional reveals is not available to all assistive technologies (WCAG 2.1 4.1.2 Name, Role, Value)
• The logical order of conditionally revealed content as it appears within a set of radios or checkboxes can be confusing
• Conditionally revealed fields are part of the parent fieldset for the set of radios or checkboxes
• Tell users not to use conditional reveals to reveal text (for example contextual help)

Although represented as separate issues, they are highly related. So far it has seemed helpful to think about them separately, but any changes will need to be thought about in the wider context.
