In https://github.com/alphagov/govuk-frontend/blob/master/docs/publishing.md#publishing-components-manually-while-in-alphaprivate-beta we ask people to make the scripts executable when this could be committed into the repository.

Tried

Nuking the repo
Recloning
Running ./bin/check-and-create-package-json.sh

And is succeeded, so we are going to remove these instructions.
