The current data for Smart Answers supports setting the thresholds
lower than default, as the base rate of 5xx errors is very low, and
during a recent incident with the Worldwide API being unaccessible,
the 5xx rate peaked at 0.03

It would have been useful to have a critical alert during this
incident, but 0.03 is lower than the default threshold (0.05) for the
5xx warning alert.
