I thought of adding a maxHeaderLength option since it can be tricky to obtain a similar feature in headerPattern.

Example workflow runs:

Normal failure because Conventional Commits spec is not used: https://github.com/ggirelli/workflow_test/actions/runs/3932405732
Failure because PR title is too long: https://github.com/ggirelli/workflow_test/actions/runs/3932410185
