Making arbitrary bullet pulsating based on user input

Hi,

I am new to CSS but I really enjoyed the below example of making a bullet pulsating using CSS

How can I parameterize the bullet(s) which should pulsate based on user input. For example, if the user or a script based on an algorithm chooses 2nd, 4th and 10th bullet to pulsate, how can I make it happen.
