compat-db-rewrite

This is a rewrite of the original compat-db, which was written in JS. As the project scaled, it became difficult to debug and maintain. This is an attempt to rewrite the project in rust.

Roadmap

• Integrate record generation from existing compat-db codebase
• Run assertions against sauce labs browsers
• Implmement compat-db as a cli tool
