Changes:
- CLI: group options by Section, the docstring of the latter is used as
  description
- CLI: replace _ with - in option strings
- drop Python 3.7 support
- add Python 3.11 support

Internal:
- use black and isort for formatting
- move packaging metadata to pyproject.toml
- bump version of various CI tools
